Dr. Matt Hayes serves as Vice President, People Operations for Pacific Gas and Electric Company.
Dr. Hayes is leading enterprise capabilities that strengthen organizational effectiveness, workforce readiness, operational excellence, and the coworker experience. His organization includes Organizational Effectiveness, People Operations, PG&E Academy, Occupational and Mental Health, HR Technology & Governance, and enterprise operational support functions.
Hayes joined PG&E in 2016 and has more than two decades of leadership experience in the nuclear power and utility industries. Previously, he served as PG&E’s Chief Safety Officer, leading a major enterprise safety transformation that deployed the Safety Excellence Management System, advanced Total Health & Safety, expanded enterprise learning, and improved safety performance and culture.
Throughout his career, Hayes has led enterprise transformations across organizational effectiveness, safety, operations, workforce development, and performance improvement, including leadership systems, organizational excellence initiatives, and high-consequence operational and safety investigations.
Hayes earned a Doctor of Education in Organizational Change and Leadership from the University of Southern California and a Master of Science in Nuclear Engineering Technology from Thomas Edison State University. He holds NACD.DC, SHRM-SCP, and Safety Management Specialist credentials.
Hayes founded the California Alliance for Safety and Training, a utility collaboration focused on safety, workforce development, and industry learning. He serves on the America Gas Association Safety & Security Committee and several academic advisory councils.
